Setting HtmlPopupFormat to a layer

Hi,

I was wondering if there is a way to access the HTMLPopupFormat property of a layer in Pro as a user. I see that the property gets added when using the KML to Layer geoprocessing tool. Is there a way to modify it without using code?

As far as I know you can't update this from the UI. These are the only options I know of: https://pro.arcgis.com/en/pro-app/help/mapping/navigation/configure-pop-ups.htm
