topic Conditional Geo-Spatial Join in ArcGIS Pro Questions

Hello, I am currently using ArcGIS Pro 2.4 and have a quick question about conditional geo-spatial joining.

I have two layers, with each layer being made of polygon features. Layer 1 has larger polygons with Layer 2 having smaller polygons. Layer 2 has a feature attribute (let's assume it is income) and I would like to take the mean value of this attribute for all Layer 2 feature polygons that are contained within a Layer 1 polygon feature. However, I would only like to take the average value of the Layer 2 feature polygons whose area is more than 10% covered by the Layer 1 feature.

Any advice or tips would be greatly appreciated!
