Duplicating Layer in Legend

I am creating layout templates on ArcGIS Pro for ArcGIS Experience Builder in Enterprise. I am noticing with one of my layers it is duplicating in the legend. I have attached a image below. There is only one ParcelMap BC layer in the map and it is only duplicating the "Bare Land Strata and Common Ownership" item, but not the symbology. Has anyone else ran into this problem before?

Question for you. When you create these layout templates in ArcGIS Pro, are you then importing them into ArcGIS Pro to create a new layout AND then seeing the duplicate layout item? Also, how does ArcGIS Experience Builder factor into this?

I am creating these layout templates in ArcGIS Pro to be used in the printing service for ArcGIS Experience builder. I was seeing the duplicate layout item when using the layout in ArcGIS Experience builder and wanted to see if it showed up in ArcGIS Pro where I created the layout template and it did.

Thank you for the clarification. What release of ArcGIS Enterprise and ArcGIS Pro are you currently using?

e have pubblished in a map utility networks layers.

arcgis pro version 3.5.2
