      <description>&lt;P&gt;I am currently running ArcGIS Pro 3.5.3 and having issues with the map frame jumping when trying to pan or zoom in and out. Has anyone else run into this problem?&amp;nbsp;&lt;/P&gt;</description>

      <description>&lt;P&gt;Hi&amp;nbsp;&lt;a href="https://community.esri.com/t5/user/viewprofilepage/user-id/839873"&gt;@Kgilmore_83&lt;/a&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;If you have service layers (ex: basemap layers) in your map you are likely running into the following issue.&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;A href="https://support.esri.com/en-us/bug/the-pan-and-zoom-tools-in-an-active-layout-in-arcgis-pr-bug-000177418" target="_self"&gt;BUG-000177418&lt;/A&gt; The Pan and Zoom tools in an active layout in ArcGIS Pro 3.5.x cause the map view to revert to the previous extent.&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;If your map does not contains service layers you may running into a different issue.
