Graphics to Features Tool, Error 000732 when inputting a layer (.layrx) file

I am trying to convert map notes to a feature that I can upload onto ArcGIS online. In order to do this, I have to make the note layer in question a layer file, then use the graphics to features tool to make that into a feature class. My Input graphics is not recognizing the layer file I upload and gives me error 000732 "<file> does not exist or is not supported.

How do I fix this?

There is a Error code page for this item referenced here but I don't know if addresses exactly what you're seeing. Is your layer file local or in the cloud?

Am assuming that we are using map notes created in ArcGIS Pro present in layer templates group.

If that's the case we can simply right click on the layer from TOC > Data > Export Features and export it to a feature class in a FGDB.

We don't necessarily need to convert it into a layer file.
