Symbology different sizes in map view vs layout view

Hello everyone!

I'm running into a little issue that I hope is just user error on my part (or I missing a setting somewhere) but I've been noticing that the symbol sizes in the map view are not carrying over to the layout view. I've tried adjusting it, adding-readding the layer, but I'm a little stuck.

Here is the map view - it's easiest to see the differences in the windmill, but if you look at the relative size of the parking symbols:

It's significantly smaller in the layout view - if you look at the relative size of the windmill in this version:

Any suggestions are welcome! I can try and make the symbols larger in the map view, but then they get comically large in the map version.....

Yes! I did - I just realized it was this actual article that I needed. The way I was searching it - it was just not returning the exact article I was looking for.
