This really feels like it should be obvious functionality. There are features I can use at control points but there is a North arrow and scale bar which should be absolute. I want to be able to set the rotation and scale based on the North and Scale and then just translate it into place but can't think of a simple way to do it other than scaling it manually and measuring the scale bar until I get close and then eyeball rotating it so the North arrow looks north pointing.

When georeferencing an image, I would like to be able to use the images scale bar. I know it wouldn't use control points to tie it to locations, but can I draw a line the length of the scale bar and tell it what length it represents?

If you georeference an image, the scale bar included should align with the scale it represents. Issues with the scale bar are likely to arise only if there is a discrepancy in the projection system used.

Right, but that's not what I am looking for. Let me try to explain my issue better:

I've had a couple infrastructure maps provided to me. They are out in the boonies and some only have a single property corner that I can use to georeference. But they do have a scale bar. so it would be great if there were a tool to include the scale in the georeference. So the single point would provide location. The scale bar would provide scale. then all I would need to do is rotate it properly.

Instead what I have to do is create a feature line that is the true length of the bar, then scale the image to match as best I can. then rotate it properly. (actually, speaking of rotating. is there also a way to specify what is north during georeferencing?)

Have you had any luck on this? I've been looking for the same solution and it seems like it would be a great way to georeference but I have yet to find documentation for it.

no luck. I just had to eyeball it as best I could. It's not something I have to do on a regular basis, so I'll just make do.
