Hi, I have installed ArcGIS pro on my laptop. I have the licensed version from my university. I can not add rectangle textbox or dynamic text, it says "This command is currently unavailable"

If practical, I'd try a clean installation. How To: Perform a Clean Uninstall and Reinstall of ArcGIS Pro
I'd also recommending sharing a screengrab/info your current version and licensing info from the Pro license page. I'd gather other details such as OS versions, specs, .NET version etc. as this will be helpful if an Esri support case is raised.
Screenshots or GIFs of the issue would also be useful to help others understand what may be causing this.

Whenever I see "strange" behavior like this, I recommend you perform a soft reset of ArcGIS Pro. You can learn about this workflow here - How To: Perform an ArcGIS pro Soft Reset

I looked at the internals for support cases that had similar issues and the item "activate a report subsection" is strange and something not seen. I would highly recommend you contact Esri Support Services to log a case and see if the Support Analyst can better troubleshoot this item.
