I have added an existing layer to a new Project. The existing layer was exported from a different project. I am getting the red exclamation mark next to the layer in the Contents Pane. Looking at Properties for that layer it is showing a message saying you must clear an exclusion set from the Selection Tab. Right click the layer on the contents pane in your map and click properties. Then click the selection tab.
