topic Map Tile Package - Create detailed zooms for specific AOIs in ArcGIS Pro Questions

Is there a way to generate a higher level of detail in a map tile package (tpkx) for a subset area of interest? It seems to be all or nothing from what I can tell.

To elaborate I want to create a tile package for an area that goes to L21 but a smaller area within I want to create tiles at L22. I want to do this and end up with a tpkx I can upload to AGOL then publish.
