Stormwater Utility Network Foundation (v1.4); tools have failed to open errors

Hi, we are working on setting up the Utility Network. I am using the Stormwater Utility Network Foundation, Stormwater, version 1.4. ArcGIS Pro 3.4.3, cloned environment, untools installed, Advanced Editing license, ArcGIS Enterprise 11.3 (as a test environment). I am working through the Foundation Tasks. EGDB was set up earlier. Open Project and Remove Sample Data task, tool has failed to open error. Create the Utility Network, Stage the Utility Network, tool has failed to open error. I have searched Esri help, GeoNet, etc. What am I doning wrong? I am unable to figure this one out. Where can I find UN help that is aligned with Foundation v1.4? Thanks, Jay

I have no explanation. Two days later, the tools are now available in the task panes.

Upon further investigation, I found I had to right click and select Refresh in the various Toolboxes in the Pro Catalog.
