    <description>&lt;P&gt;Not sure why but a possible workaround is in the Labeling Class group in the Labeling tab, you can uncheck the box "Label features in this class" for Class 1.&amp;nbsp; Then you can run the Convert Labels to Annotation GP tool to create anno for only the Class 2 labels.&amp;nbsp; I tested it on my ArcGIS Pro 3.4.x and the workflow worked as expected.&lt;/P&gt;</description>

      <description>&lt;P&gt;I have a feature class with two label classes. Label Class 1 has a maximum scale of zoom level 8. Label Class 2 has a minimum scale of zoom level 8. My map is set at exactly zoom level 8. When the map is displayed with Maplex labeling drawing dynamically, Label Class 2 draws. However, when annotations are created, it generates annotations using the Label Class 1. Why is this?&lt;BR /&gt;&lt;BR /&gt;ArcGIS Pro 3.4.2.&lt;BR /&gt;Projected coordinate system WKID: 6601&lt;/P&gt;</description>

      <description>&lt;P&gt;In the Map properties, General tab, check on&amp;nbsp;&lt;SPAN&gt;&lt;A href="https://pro.arcgis.com/en/pro-app/latest/help/mapping/layer-properties/display-layers-at-certain-scales.htm#GUID-B16383D1-D5C4-4FD7-A324-39EC6BC4302B" target="_blank" rel="noopener"&gt;&lt;STRONG&gt;Draw up to and including the maximum scale in scale ranges&lt;/STRONG&gt;&lt;/A&gt; and see if that helps.&amp;nbsp;&lt;/SPAN&gt;&lt;/P&gt;</description>
