Layer to KML producing empty 1kB KMZ file

Hi,

I am having difficulty finding the solution to why some of my Layers, when exporting to KML/KMZ format via the 'Layer to KML' Geoprocessing Tool, does not produce a usable KMZ file but instead it produces an empty KMZ file and always only with a file size of 1kB. I have not had any issues with exporting my Layers into KML/KMZ files via the 'Layer to KML' Geoprocessing Tool previously.

I have ran the Layers experiencing this export issue with the below processes in my troubleshooting attempts but none have fixed this export issue.

'Check Geometry' and 'Repair Geometry'
Exporting the Layers to Shapefiles via 'Feature Class to Shapefile' - when imported into Google Earth Pro, it still shows an empty SHP file
'Define Projection' to WGS98 and 'Define Projection' to the correct coordinate system for my Layer

Any assistance or suggestions you have to fix this issue will be greatly appreciated! Happy to share the Layer file I'm experiencing this issue if required.

This is a problem in Data HUBs too. Every other format will download correctly, except KML (KMZ). Been this way for a long time, not self-healing, I cannot be the only one who is being bitten by this?
Example, try downloading a KML from here:

Not the Pro problem I understand. I do not find this problem on Pro or logged-in AGO, just the public facing non-login-needed Hub experience.
