It's been a known issue for some time, one which I experience from time to time.

I recently updated arcgis pro to the 3.4 version and when in a new layout making a map frame( adding title, legend, etc) my mouse goes to the pan cursor and I'm unable to get to the default cursor to adjust or modify my map. I've tried everything I know of but have had no luck.
