Change a map frame map without blowing up the legend?

I have frequently been able to copy a layout and change the map without the legend altering. I have a workflow where I do this a lot. I duplicate the layout, swap the map, and make necessary updates to the map and a small number of changes to the layout. Recently - and I don't know what changed - when I swap out the map, every item in the map is placed into the legend creating an enormous mess. Cleaning up the legend is a lot of work. Is there a way to 'pin' current legend settings?

I wonder if your Synchronize with map settings changed. I would check a legend working as usual and your new legend and see if something is different. These settings determine how the legend reacts to changes in the map, including if a new map is chosen. Learn more about them in this help topic.
