Hey @PlanwestPartners

If possible, I would first attempt to communicate with your GIS Administrator to see if they're able to temporarily raise your license level for troubleshooting. It may not be CopyFeatures that is reported causing the issue, but something else underlying.

Other than that, the other things to try are possibly the soft reset of Pro:

https://support.esri.com/en-us/knowledge-base/how-to-perform-an-arcgis-pro-soft-reset-000027631

But firstly, the regular restart and start pro, have a coworker try the same actions on a different version, restart the computer, attempt to log onto your organizational portal and verify you still have licensing and creator access.

Cody

ERROR 160227: The application is not licensed to perform this operation Failed to execute (CopyFeatures). Trying to import feature class to file gdb.

Hi Everyone,

I am attempting to move a feature class into a feature dataset within my file geodatabase (not an enterprise gdb). However, I keep getting this error:

"ERROR 160227: The application is not licensed to perform this operation Failed to execute (CopyFeatures)."

This is strange because I have a performed this numerous times in the past with no issue, however after upgrading to arcgis pro 3.4.2 I am unable to do this. To my understanding this should not be a licensing issue ( I have a Basic license) as it implies because all licensing levels should be able to use data management and conversion tools (like copy features, export to geodatabase, etc..). I have tried a number of different workflows, such as trying to import the feature class into the feature dataset, trying to copy it over, etc, and nothing has worked.

Does anyone have any idea what might be happening?

Hi Daniel,

Thank you for your response. I have a Basic license, and I believe I installed 3.4.1 when it came out. However, if for some reason I didn't and went straight to 3.4.2 what could've happened? Is there a way to revert back a version and reinstall?

Is the Feature Class or Dataset part of some sort of data model that might require standard, advanced or specific extension licensing, such as network, topology, parcel fabric, attribute rules, etc...?

Solved: So the issue was that I manage multiple portals on ArcGIS Pro and the one I was currently signed into had a AGOL Creator (Basic) license. This prevented me from creating and working with topologies, which is why I couldn't copy or import features into my feature dataset. Thanks for the help everyone!
