When I try and pull in some shapefiles I keep getting this error and when I open the properties it says

. However, they open fine in QGIS so are not corrupt. I have checked the coordinate system and have tried exporting a copy in QGIS and then reopening in ArcPro and I have the same issue. What is weird is some shapefiles in the exact same folder open and others do not. So, the file pathway must be ok. It just seems to not be able to find the files. When I try and run them with geoprocessing I get this Error Error: 000229: Cannot Open.

Sometimes the shapefile gets corrupted. You can run a shapefile checker to fix some issues with the shapefile. The process is here.

if you downloaded it from the web, go to the folder that you downloaded it to. There should be at least 3 files with the same name and a *.shp, *.shx and *.dbf. Perhaps the shapefile is downloaded as a *.zip file and it needs to be extracted to its individual components.

QGIS opened it but failed to export it.

Ran ShapeChecker on it but no luck.

I was able to get a WMS working from the site but not a WFS.

If you are still stuck on this, download the data in GeoJSON format and convert to a fGDB feature class. This can be done in Pro or QGIS. Using the JSON To Features GP tool in Pro sets the Text field lengths to a huge size for reasons unknown to me. QGIS makes the a bunch smaller.
