Map series legend borders

I'm using Arcgis Pro 3.2.2.
I've created a map series. In the layout of the series, I've inserted an element pane for the legend. The legend is dynamic and will change according the the map in the series.
I would like to create a border around the legend which uses the dimensions of the element pane, not of the fluctuating legend itself.
If I can't do that with the legend settings, is it possible to put a border just around the element pane itself?

You can create a border around the element pane easily enough by going to the element properties, selecting the Display tab and then setting a border:

Ah, so add another element frame in the same location and symbolize that one while leaving all the borders off the legend element.
Not elegant, but it works!
