All Attached Photos are broken

I was given a folder of pictures taken on an iPad mini. All of these photos are geocoded, but geocode to points just gives an error message

If I try to add them as points in arconline, it gives an empty feature layer. I had to manually input them based on the coordinates in the properties of the images

Now, none of the images actually show up in the popup

If you copy a few of the files to a local folder on your machine with a short, space & special character-free path (e.g. C:\temp\phototest), does the tool work?

If you've manually created the point features, do you think you may have some unique identifiers between the points and the pics that would allow you to use the add attachments tool?

I just turned them into PDFs and those open just fine
