After the data reload, the layer's attachment is not show up on popup. I checked the layer has data, and the attachment table has data too. I checked the objectid on the layer and the relobjectid on the attachment table are match. How can I fixed the issue. I used the ArcGIS Pro to load the data. And I checked the properties of the layer, the relate and they looks fine.
