Well, specifically they're stored in a separate file inside the project file that the layer refers to, but that's just for performance reasons. I asked because I pull AGOL webmaps into Pro to make changes, so I often need to update my Pro Project that correlates to the webmap, which deletes the graphics. I put a lot of time into these custom labels. It would be nice to not lose them...but also not having to export them, update my project, then import them.
