Removing rows from attribute table

I am trying to use a few of the polygons in this dataset (https://www.arcgis.com/home/item.html?id=56633b40c1744109a265af1dba673535). After adding the data to my map, I cannot use the attribute table delete button to delete the thousands of rows of polygon I don't need. Selecting a row ressing delete reveals a message with "The selection contains no editable features - No edits producing database changes were found". How can I delete rows from this dataset?

You wont be able to edit a public dataset that you don't own. You may be able to create a Hosted Feature Layer view with a SQL filter/selection but I've not done that on content I don't own.

Maybe the simplest solution would be adding a filter to the layer in the Web map layer properties.

You can add World_Administrative_Divisions to a Map.

Then use GP tool Feature Class to Geodatabase to convert to a file geodatabase under your control.

The Feature Class to Geodatabase GP tool honors the Output Coordinate System Geoprocessing environment. Make sure that the value is blank or the same as the input as it might cause distortion if projected.

Click

under the Analysis tab --> Geoprocessing group.

You now have a fGDB feature class that is under your control but dissociated from the Hosted Feature Layer that might be updated from time to time as things change.
