Layer viewing issue

Since updating to ArcGIS Pro 2.3 when I add a layer to a map all my other layers are blocked from view. Only the layer of highest order is shown. What am I missing? My lower order layers remain selected for viewing but I cannot view them unless I turn off the top layer.

I can make the layer transparent etc but I didn't have to do this previously.

Probably a simple thing I'm missing if anyone can help it would be appreciated

Could you provide a screen shot of the issue you are seeing?

I have 2 screen shots below

1st - top layer is only one visible although all other layers are turned on & their labels visible

2nd - when I change transparency of top layer I can see the next layer and so on down the drawing order

I have also been having a lot of issues with ArcPro 2.3.1 crashing when I am editing.

I have reverted to ArcPro 2.2 and everything appears to be resolved..
