We have 4 stream gauges along a 10 mile reach of a large stream and I am trying to find a way to simulate the inundation maps along the channel stations based on the stage elevation over time for each gauge location. In my head I imagine loading in the elevations at each location and have the software interpolate the elevations between gauges based on a constant slope then project that water surface elevation out against the surrounding terrain.

If you have the elevation for the area in a scene, then you could use the following https://pro.arcgis.com/en/pro-app/latest/help/mapping/simulation/create-a-flood-simulation-scenario.htm to create something for that specific area.
