We noticed the same issue (the form of a cursor not only a zoom tool) with 3.4 and an earlier version of ArcGIS Pro. In fact we run on EC2 instance and connect with Remote Desktop. A workaround found: restart ArcGIS Pro, OR reconnect to EC2 instance when ArcGIS Pro is still open.

I am having an issue since updating to Pro 3.4. My cursor is getting stuck as the zoom tool (magnifying glass). I can't select things or change the cursor to any other tool. Very frustrating. How do I fix this?

I would run a soft reset of ArcGIS Pro to set it back to factory settings to remove any strangeness. The workflow to do so is here - How To: Perform an ArcGIS pro Soft Reset
