I tested this on my ArcGIS Pro 3.3.2 configuration using a File Geodatabase and am seeing the same results. There is BUG-000165681 - "specifying the time zone designator format for a Date field does not display the UTC offset specified at the service level in ArcGIS Pro." It's seen after when one share the feature class as a referenced Web Layer with feature access enabled. I know this is not what you're doing but it does mimic the same behavior of +00:00 seen at the end. I think they're related. I don't see another BUG specific to the file geodatabase though - may be worth reaching out to Esri Support Services to log a new bug related to this one but fGDB based rather than services based.

I set up a custom Date field in a point dataset that is in a FGDB.

The data does not show as expected in the attribute field.

The UTC offset is showing +00:00 when it should show -08:00.

As you can see in the 'Date_1' attachment, the example when the custom format is setup is correct, but in the attribute table ('Date_2' attachment), all the offsets are 0

Am I missing something here? I am using ArcGIS Pro 3.3.2.
