For covid19 Esri is providing free access to ArcGIS Pro and it's a great initiative.

You have several routes to download ArcGIS Pro:

Via the Help Doc - go to MyEsri
If you're a student, you have free access until August 31, 2020 via this link.
If you're a non-profit, you may request access to various Esri apps here.
Or reach out to Esri Support Services and they will be able to assist. You may learn more here.

I'd recommend you reach out to Esri Support Services and have an analyst work directly with you to download the ArcGIS Pro application. Probably the fastest approach to resolution.
