topic OSM Vector Tile Basemap exporting with blurred letters in ArcGIS Pro Questions

I've gotten this weird output when exporting a large wall map as a PDF. The labels seems to be freaking out whenever there is a capital R, the number 6, certain road shields, etc. As best I can tell, it is a similar problem to this:

https://community.esri.com/t5/arcgis-pro-questions/topographic-basemap-exporting-to-pdf-with-blurred/td-p/1310735

However, the solution for that was to export it as an image, which loses the vector features. I've also made sure the "Embed fonts option" is checked. The map is 7 ft by 7 ft, so I want to avoid rasterizing the image, as it makes the actual features blurry. Has anyone, ESRI or otherwise, found a solution for this, or any idea what is going on?
