      <title>Georeferencing Scale Tool Broken</title>

      <description>&lt;P&gt;Hi everyone,&lt;/P&gt;&lt;P&gt;I'm georeferencing TIFF images in 3.3.1 and the scale tool suddenly stopped working. It's giving me the yellow circle that shows up when you use the move tool, but won't show me any of the scale functions and won't let me change the scale of the image. Playing with the scale ratio manually will take way too much time (I tried and it just keeps warping the image and not getting close to what I need). I saw another post that recommended moving the layers to a new project, but that didn't work either. The bug is still happening in the new project.       <description>&lt;P&gt;Update: it's just this image that it's happening to. Deleting the GIS files tied to the image (in this case, screenshot) and bringing it back into the map fixed it.&lt;/P&gt;</description>

      <description>&lt;P&gt;Did you ever end up fixing this? I am having the same issue. I can move and rotate it, and when I go to scale it the yellow dot pops up, but i cant actually scale it! I am so frustrated&lt;/P&gt;</description>
