Issue with Pop-ups Not Displaying for Specific Layers (ArcGIS Pro)

I’m experiencing an issue where there is a lag in displaying pop-ups, even though they have been enabled. I receive the message: "Pop-ups are disabled for this layer," even though pop-ups are correctly configured (see screenshot above).

The pop-ups eventually displays but takes a few seconds, which is unusual.

This problem only seems to affect a particular group of layers—other layers in the same map are functioning properly, with pop-ups displaying as expected.

Has anyone encountered this before or know why this might be happening?

What type of layers are experiencing the pop-up issue? Shapefile? File geodatabase? Web layers?

Okay - thanks. Next question - is the layer in a group layer by chance? If so, then you need to enable popups for the group layer.

I appreciate your response. @Robert_LeClair , correct me if I am wrong but in ArcGIS Pro, you cannot directly enable pop-ups for a group layer because pop-ups are managed at the individual layer level. I can only enable pop-ups for each individual layer within the group, as far as I am aware. Apologies, If I misread your response.
