topic ArcGIS Pro software configuration for organization in ArcGIS Pro Questions

Hello, we are in the process of planning to migrate our centralized GIS data to a VM and I would like to know whether it is preferred or necessary to still install ArcGIS Pro on each end-user's local machine in addition to the VM and why? I am a new GIS administrator for my organization and have had GIS data stored/managed on VMs in my past positions, and ArcGIS Pro was also stored on each end-user's machine as well. I am preparing for a conversation with the 3rd party tech company that will implement the new system and would appreciate any input. Personally, I think that the software should be configured on each user's machine as well since this is what I am used to, but I'm uncertain of the pros/cons for only configuring software on the VM vs on the VM + local machines. Thanks in advance.
