Specifically, I'm looking to group nearby villages so that the total population of each group falls between 4,000 and 5,000 people, and the villages within each group are close to each other.&lt;/P&gt;&lt;P&gt;Has anyone tackled a similar challenge or can suggest the best approach and tools within the ESRI ecosystem to achieve this?       <description>&lt;P&gt;I wonder if the &lt;A href="https://pro.arcgis.com/en/pro-app/latest/tool-reference/spatial-statistics/densitybasedclustering.htm" target="_self"&gt;Density Based Clustering&lt;/A&gt; (Spatial Statistics) GP tool with a Defined Distance parameter would get you close to what you're looking to do?&lt;/P&gt;</description>
