Specifically, I'm looking to group nearby villages so that the total population of each group falls between 4,000 and 5,000 people, and the villages within each group are close to each other.</P><P>Has anyone tackled a similar challenge or can suggest the best approach and tools within the ESRI ecosystem to achieve this?
