Append Tool Stalls after Completing Append Operation

I ran the append tool to append some data to a feature layer I have in AGOL, and it keeps stalling out after saying in the messages that the rows were appended. The progress bar just isn't filling up, but keeps looping around, and the tool status just says "Running..."

I checked the layer in ArcGIS Online, and it says that the data is there, but there's still a lock applied to the layer in ArcGIS Pro and, as previously stated, the tool seems to be stalling.

I've tried force quitting the application, cancelling the tool, running the tool using Python, nothing works. The only partial success is that the data wasn't lost after the most recent force quit, but I have to frequently append new data to this layer, so I need to find a solution or workaround to this issue.

Please advise!

Can you provide some more information on this:

What type of data are you appending (point / line / poly / etc.)?
How many records are you appending?
Is the target layer a hosted layer in Online or a reference layer?
Any error messages?

It is point data
I'm appending upwards of ~10,000 rows at a time
It's a hosted layer
I have not had any error messages

In the past, I've been able to upload a similar number of records in <5 minutes, so I'm not sure what's changed. I have updated to ArcGIS Pro 3.2 recently, which is the only major change to the setup.

Update: It isn't just the append tool, the delete features tool is also broken.

Same. I have run the tool for at least an hour already and stucked at 72%, with 201 features. I've cancelled the process and closed ArcGIS Pro. Run the same tool in ArcMap and done in minutes.
