topic Creating TPKs for offline use in ArcGIS Pro Questions

I am using ArcGIS Pro 3.2, and need to provide TPKs to field personnel to use as baselayers in Field Map data collection work. I have been unable to find any resource (including ESRI training material) that provides a comprehensive explanation and/or tutorial on finding and turning raster or vector layers into TPKs that can be used offline.

It appears that there are multiple workflows in ArcGIS Pro to create TPKs, but there is also some confusing information out there. For example, the (deprecated) USA_Topo baselayer, available online, specifically says it is intended to support creation of TPKs for offline use, but when I try to use the Create Tile Package tool in ArcGIS Pro, the process fails.

Can anyone point me to a resource that can serve as a road map for creating TPKs for offline use?

Thank you.

This blog is a bit 'vintage' but it does show a workflow for using the Create Map Tile geoprocessing tool that may be helpful to you. You should only use TPK preferably TPKX (newer version of format) if you need raster imagery data. The Vector Tile Package is a much better way to go if you don't have a need for raster data. Rasterizing creating imagery from vector data (create map tile package) creates larger files sizes and does not display as nicely on screen. Vector Tiles (vector tile package) are much better for vector data display.
