Learning ArcGIS Pro, question about the practice exercise in the offered course in Esri - GIS Basic

Exercise: Identify areas that do not have a library within 20 min or approx 10 miles of residential areas in the State of Arkansas.

Esri already provides the layers to facilitate the outputs and get the results easily. The answer is given in the course along with the layers :

~ Libraries within 10 miles buffer

~ Library Service Areas 20min

~ Places with Library Needs

However, I want to do the layers and the whole exercise on my own and I am struggling to come up with "Library Service Areas 20min" and " Places with Library Needs" layers. I would appreciate it if someone can help me with this exercise. Please note that the following data and layers were also given as part of the practice in Esri Course:

~ State Boundary (Arkansas)

~ Places (Towns across Arkansas)

~ Libraries across the State

~ Roads across the State

How would resolve the task? Please provide an explanation in detail- It is much appreciated 🙂
