topic Summarize Within is always proportional in ArcGIS Pro Questions

I am trying to use summarize within to calculate the MAXIMUM value from overlapping features within a set of polygons. However, the results are always calculated proportionally where by if the max value is 100, because of overlapping polygons or partial overlaps, the 100 gets weighted. Is this a bug? It seems statistically intuitive to want the explicit maximum rather than have it weighted.

Any suggestions on how to accomplish finding the maximum without performing a Union + Dissolve?
