Maintain Same Scene Scale in Layout

I have a series of map frames each with a different scene that I am putting on to a layout showing different places throughout our City. Each area is s different size, but I'd like the map frames to be relatively sized based on the area of the mapped items.

In a 2-D I would just set the scale the same.

In a 3-D scene, the Height in the Map Frame would 'seem' to be where I set the scene to be viewed from the same elevation above the surface with different centers.

I am missing something here so any guidance is appreciated.

So if I understand correctly, you could open both the 2D map and 3D scene side by side. Then click the View core tab and select the link views in the Link Group. In the drop down menu for the Link Views, select center and scale. Then your 2D map and 3D scene will be linked.
