topic Basemap and Feature Layers Not Aligning Properly in ArcGIS Pro in ArcGIS Pro Questions

I am having trouble finding a solution to get the basemap and layers to align better.

I believe the issue is due to a difference in the GCS and projected coordinate systems of the world imagery basemap (WGS 1984 Web Mercator (auxiliary sphere)) and the layers (NAD 1983 State Plane Texas N Central FIPS 4202 (US Feet) Lambert Conformal Conic).

When using the basemap and layers from our Enterprise portal and opened in ArcGIS Pro, the map coordinate system is set to the same as the layers (NAD 1983). The transformations applied include 1.) NAD 1983 to WGS 1984 1 and 2.) WGS 1984 Major Auxiliary Sphere to WGS 1984.

I realize with the basemap being in Web Mercator that the layers would not align exactly, but I am not sure how to remedy this or improve accuracy.

Any help would be greatly appreciated.
