Adding Layer From A Path Is Readonly

I am attempting to add a layer to my project by URL so that I can add points/polygons. It is a feature service that is hosted on a private site and accessed with an API token. I can add the layer to the map, but it is marked as readonly, so I cannot add data by creating a template for the layer.

This used to be possible in ArcGIS Pro version 2.7, but broke in version 2.8. I am currently using 3.1 and it still isn't working. I am mainly wondering if the readonly status can be changed or if this is the intended behavior.

I tested in 2.9.3 and 3.1.3 and seems to be working fine.

Have you ensured the options are available in the feature service?
