place Feature-labels outside, around 2nd layer's polygon

I've a map with two layers.

One with the Features I'd like to place the Attribute-labels from.

And a second layer with the project-area (red striped).

Now I'd like to have the labels from the Features in the first layer placed (just) outside and (like a clock) around the polygon of the (red striped) second layer, with a call-out stripe to the Feature.

Preferred offset does not take the location of the Feature in the projectarea into account.

Land Parcel Placement, River placement, Boundary placement is all about the Feature's. Not the second layer.

Close is the Regular placement: External zones. But that makes all the labels go to the left, top, right or below the second layer (on a preferred offset). It does not 'go around' the second layer.

Any ideas?

Labels are fun... When I come across really specific labeling like this, I find that my best solution is to convert the labels into annotations so that I have full control of where I want them to go.

Thanks for the advice to take a look at annotations. I had a quick peek and
wondered whether or not it is possible to move the callout line around the
annotation? It looks likes it is fixed to the annotation?

The leader line's anchor can be moved, if that's what you're asking:
