This sounds like a horizontal directional drill (HDD) method of installing something like HDPE pipe (which is somewhat flexible). It could be under a road, river, other utilities or probably some other things. For now I think we are limited to using line segments to vertical represent curves, which is OK for me.

We are developing 3D mapping of buried piping systems and displaying them in ArcGIS Pro. One of the things I would really like to see is the ability to create smooth line and polygon edge curves in 3D. Everyone can create a curve in 2D. I want a curve in 3D, for example, when a pipe goes from horizontal to vertical. Does anyone know if this is possible now, or perhaps coming in the future.

Help has some references... like this main link... then there is tidbits for creating 3D curves such as in ...this link.... I suspect that it might not be as simple as actually drawing a line in 3D if that is what you mean
