Input Locator Not Within Domain

Hello,

I am using modelbuilder to create a mobile map package in pro 2.6. When I try to add my Locator (created at an earlier step in the model) from its output location, I get <ERROR 000621 Input to Parameter not within domain>. I tried outputting the Locator to different locations before creating the mmpkg, but I get the same domain error.

A search for ERROR 000621 has not produced anything helpful, and I don't have much of an understanding of domain errors. A screenshot is attached!

In my case, I was trying to rebuild the online locator instead of the .loc.
