Scene in Arc Pro. Custom Elevation Surface with Source Layer is ignoring the elevations contained in the Source Layer Raster.

I "Created a Surface Layer from a Source". The Source is a TIN of groundwater elevations, but I also had this same problem with the raster that the TIN was created from.

When I turn that Elevation Surface on, nothing happens. I have tilted the Scene and zoomed around quite a bit. Its simply not there.

I tried this with multiple different elevation surfaces, TIN and raster, from different sources.

I went to the properties of a layer in the Contents Pane and under Elevation, selected Feastures are: On custom elevation surface.

When I turn that layer on, it just shows up at 0 elevation, flat, and not on the Elevation Surface that was selected.

It seems like Scene is simply ignoring the values in the raster ore TIN that I assign as an Elevation Source.
