Hi, my name is Natalya, I'm struggling with an error and I don't know how to resolve it, I have an educational trial with ArcGIS Pro 3.0.3 version. Can you share your input parameters? WGS84 jumps out at me, do you have Planar or Geodesic set?

Error 999998 is a generic error that means something when wrong at an operating system level, and ArcGIS Pro does not have a message for it.

Raster/analysis processing can be very intensive and finicky with Windows. Would suggest:

Try it with a smaller sample (small CSV, small extent). This will help show your tool is running correctly
Increase cell size of output raster
Close other applications to free up computer resources
Ensure the inputs and outputs are on a local PC drive and not a external USB or cloud storage like OneDrive

Is the 'D' drive a thumbdrive? Can you work on a hard drive like C, then copy results to your D drive? Best to put whole ArcGIS Pro project on the computer and copy it off.

I'd test on a subset where everything is in the same planimetric xy coordinate system. Something is in WGS84 so I'd try to reproject that.
