I have the same error even in non batch tools, but in models I created myself. Is it a bug?

I used to enter %Name% as the output filename in batch mode for GP tools so I will have the same output filenames as the input. This is now not working after upgrading to version 3.1. I get an ERROR 00354. See attached screenshot. This used to work up to version 3.0.4. Did anything change?

haven't tried it in models yet but I can confirm that it used to work in previous versions. If you add a valid character just before or after the %Name% variable, the tool will work so I guess it's some kind of bug.
