Raster Function output layer's data source inaccessible for package project.

While attempting to package an ArcGis Pro project I get an error for layers created using Raster functions Merge and Hillshade.

Resulting errors are Layer's data source is inaccessible: 71-0-017-2/Hillshade_Merge Rasters
Layer's data source is inaccessible: 71-0-017-2/Merge Rasters
Failed to execute (PackageProject).

Any insight on why this occurs and how to correct this would be greatly appreciated.
