Thomas emailed me back and advised;

John,

As part of the existing tool set in Pro we have the option to associate a picture to a feature by time. More detailed explanations on how the tool works, please refer to this documentation https://pro.arcgis.com/en/pro-app/tool-reference/data-management/an-overview-of-the-photos-toolset.htm

If this tool isn’t quite it, I’d recommend putting up an entry on the ideas site https://community.esri.com/community/arcgis-ideas/ to be considered for future tool development.

As a second option, the ArcPhoto tools (https://www.arcgis.com/home/item.html?id=578d358a575e4a8ea067a180e00b1325) should continue to work in ArcMap at releases beyond 10.4. You might encounter an error message when you install the tools about missing help files, but simply continue and the tools themselves will be installed on your system.

Hope this helps,

- Thomas Emge
