In trying to understand what I was doing incorrectly I found this <A href="https://learn.arcgis.com/en/projects/summarize-data-inside-of-polygons/" target="_blank" rel="nofollow noopener noreferrer">tutorial</A> and tried that but with the same problem - it runs without any errors - indicates that the function has run but the output feature class is not created.
