I can load a locally stored GeoTIF as a raster layer in ArcGIS by adding the folder containing the GeoTIF to the Catalog pane and then dragging the folder to either the map or the Contents pane. But how do I add a tile layer of the format https://www.domain.tld/path/to/{z}/{x}/{z}.png to ArcGIS as a layer? Ideally I'd like to be able to adjust the transparency of this layer.

That is the format that you can use to download specific tiles from a tiled image service, but often services are also served in a format like WMS or WMTS. Do you have a specfic service you can share?

If you can find the URL for a WMS service then you'd create a connection and add the connection to maps.

Insert -> Connections -> Server -> New WMS Server
