Anybody is using Detect Object offline?

We are trying to use the GP detect object using deep learning on a machine with no internet connection.

We are using esri models and esri data (for testing).

We did all the offline installations (as far as we understand them) but keep getting error 99999

Anybody installed it offline and can tell me what exactly is the way to do it?

Anybody have an answer?

I tried to work with esri support with no luck.

We even create a cloned env in Pro on-line and then tried to move all the cloned env but it did not work.
